The Launch of the Programme "Reform of the Latvian Correctional Services and Police Detention Centres"

The opening event of the Norwegian Financial Mechanism programme "Reform of the Latvian Correctional Services and Police Detention Centres" was held on December 13, 2012.

The opening speeches were presented by Mr Janis Bordans, Minister of Justice, Mr Jan Grevstad, Ambassador of Norway to Latvia, Ms Kristin Bergersen, State Secretary of the Ministry of Justice and Public Safety of Norway and Mr Rihards Kozlovskis, Minister of Interior of Latvia.

Participants of the event had the opportunity to follow presentations of the three pre-defined projects of the programme - about increasing the application of alternatives to imprisonment (by Aleksandrs Dementjevs, Director of State Probation Service), about the pilot project for electronic surveillance (by Imants Jurevicius, Head of Supervision Section of Supervision and Probation Programmes Department of State Probation Service) and about details on the new section in Olaine prison (by gen. Visvaldis Pukite, Director of Latvian Prison Administraton). The event was closed by the presentation on the projected improvements in the State Police detention centres by maj. Renate Fila, Deputy Director of State Police.

The goal of the programme is to improve the system of correctional services in Latvia according to the international standards for human rights in cooperation with similar institutions in Norway and other countries. Total amount of funds available for the programme is 15 360 000 Euro, from which 13 056 000 Euro has been provided by the Norwegian Financial Mechanism and the rest – 2 304 000 Euro –has been granted from State budget of Latvia. The Programme Operator is the Ministry of Justice of Latvia, supported by the Ministry of the Interior, the national programme partner. The programme will be implemented from 2012 to 2017.
